Stateless Child to Raise Funds for her Medical Treatment


Even from young, stateless child, Belle Chok (卓妤庭) loves to doodle and draw using colour pencils. She loves cartoons and animal characters. While in hospital, it was art that lifted up her spirits and motivated her while she was at the worst of health.

Her skills were further ignited and it blossomed under the guidance of her aunt, Angie Lim (林于凊) who is a designer and a part time kids’ art class teacher. Encouragement from the specialists and nurses at Selayang Hospital tending to her too greatly inspired her to continue with her passion in art.

Being home-bound during the recent Movement Control Order and her inability to perform strenuous activities, she took up the suggestion from her aunt, she explored and moved on to acrylic painting.

The art pieces are done using the 'Paint by Numbers' concept where specified acrylic paints are applied onto the coded/numbered spaces preprinted on the canvas.

With her deft strokes, patience and determination, she has excelled in acrylic painting within a short span. To date, she has completed a few pieces of fine art while attending to her school work.

Having discovered her newfound talent in acrylic painting, she has set her mind on indulging more specifically into futuristic animal painting suits her well as she loves animals.

It is a joint effort between auntie and niece. “I handle and coach Belle on the more difficult part of the fine painting, and she is doing most of the work,” Angie said.

Recently, when she turned 13, she was no longer entitled to free medical treatment at the government hospital for her long term illness.

Belle was diagnosed with Systemic Lupus Erythematosus (SLE), a chronic inflammatory disease, two years ago and was hospitalised several times, causing a major strain to her plumber father’s finances.

“Through the help of former Minister of Health, Datuk Seri Dr. Dzulkefly Ahmad and Deputy Minister of Health Dr Lee Boon Chye, she was given free medical treatment up to the age of 12,” Angie said. “Recently, the Member of Parliament (MP) of Segambut, YB Hannah Yeoh wrote to the Minister of Health for this case to be considered.”

Personal follow-ups with the Health Director-General, Tan Sri Dr. Noor Hisham Abdullah also yielded negative response.

Both YB Hannah Yeoh and Kepong (MP) YB Lim Lip Eng have for the past three years helped to follow up with the Ministry of Home Affairs on Belle's citizenship. Belle's father had applied for her citizenship since 2012 when Belle was only five years old but the application was rejected without a reason given.

“When we reapplied again in 2017, both MPs helped to follow closely on the case,” Angie said.

Under the present circumstances, where Belle would have to pay for her medications,

Belle is trying to raise some funds for her medical treatment. According to Angie, the medicine alone can cost up to RM60 a day and each time a blood test is done at Selayang Hospital, it could cost several hundred Ringgit.

“We are grateful to SIBKL (Sidang Injil Borneo Kuala Lumpur) church for a fund allocation to standby to cover her medical treatment; however, Belle feels that she has to do something as well to earn her own money to pay the hospital bills,” Angie said.

“This is why we appeal to the public especially businessmen to allow her an opportunity to raise some funds for herself.”
